Broadband telecommunications policy and analyzing within the framework of game theory

Abstract (EN)

The widening of using broadband internet that effecting our daily life and economic activities directly and indirectly increases the social welfare in great amount. Thus the authority institutes should execute appropriate polices to provide widening the broadband internet, widening broadband infrastructure throughout the country and making affordable price. To widening the broadband internet and create among the operators, there are two essential policy as service based and facility based competition model. Furthermore, to provide broadband availability at high cost rural area with an affordable price, there is universal service policy. It has taken successful results with service based competition at broadband telecom sector in which the fixed and sunk cost is very high when there was no alternative technology. As the technology progressed, the fixed and sunk cost of investment has been decreased and new technologies have been developed. These development make require the model of facility based competition, but the dynamic structure of broadband sector and having many parameters to intervene make difficult to develop appropriate model and making policy in that area. In this study, the competition model and strategies which authority should implement have been analyzed in the framework of game theory. The broadband market player and their strategies were specified at first and it has been tried to find the equilibrium of the game by analyzing competition and the strategy choice among these players. Then to get the best results for the market, the parameters which authority should intervene and the strategies should be implemented by authority have been tried to specify. Because of the much scale and scope economies when there is no intervention, natural monopole occurs at the broadband telecom sector. Therefore, to create competition environment, widen using broadband and lower the cost of regulation, it is required that authority should intervene to apply facility based competition model.
