The transciption and evaulation of Ahkâm Defteri (MAD.9885) dated 1699-1700 (pages 1-181)

"Ahkâm Defterleri" are the notebooks in which the decisions made by the approval of Padishah regarding the issues discussed in the Imperial Council had been written down. Referred to as Verdict, such decisions are the copies of the "fermans" (i.e. imperial orders) issued by the Divan (i.e. Ottoman Council of State). Whereas, on the other hand, the Treasury Ahkâm Defterleri had been issued by the Defterdarlık (i.e. Financial Office) that was the top authority within the organization of the Ottoman Financial body. The Chief Finance Office, the most important one of the income – expense items which had been among the sub-items of the Financial Office, had supervised and taken under record the incomes and expenses due to its functioning as a manager of the other items. The abovementioned records are today the primary references incorporating the very important data for the researchers of the Ottoman Financial History. In particular, the long standing wars that were made in the 17th Century and resulted in defeats caused the economic downturns. As the Ahkâm Defteri No. 9885 on which we are currently studying had been kept under record after the Treaty of Karlowitz that marks a milestone for the Ottoman State, it gives us important information on the economic conditions of that period. Our study consists of four sections. In the first section, we have addressed the political events of the II. Mustafa period, who had been on the throne from 1695 to 1703, and then we have dealt with the economic situation of the state from the second half of the 17th Century. The second section tells about the Ottoman financial organization. The third section gives information about the Ahkâm Defterleri, including the transcriptions and summary previews of the 404 verdicts contained in our notebook. And, the fourth section presents an evaluation of the notebook and gives a distribution of the verdicts by the subject matters they deal with.
