Transcription and evaluation of the Rum Atik Berat and Ahkâm Notebook dated 1832-1837

The aim of this study is to transcribe all the provisions of the Rum Atik Berat and Ahkâm Notebook dated 1832-1837, which are among the notebooks kept for non-Muslim communities and to evaluate the status of the Rum nation under the rule of the Ottoman State during XIXth century in the light of the information obtained. The study consists of introduction and two parts. In the introduction part, information about how the justice mechanism works is given and the functioning and status of the Divan-ı Hümayun (The Sublime Porte), which is an important institution in the context of the establishment of justice, is mentioned. Than the Ottoman Empire's traditions of archiving and notebook-keping was emphasized. The structure and content of the Rum Atik Berat and Ahkâm notebook, dated 1832-1837, are the subject of this study. In the fırst chapter, the situation of the Rum nation is detailed within the scope of the management of the non-Muslim subjects of the Ottoman Empire in the classical period. Information was given about the status of the Ottoman Rum nation and the heads of the nation within the scope of the administration of non-Muslim subjects in the XIXth century. In the second part, the provisions in the notebook in guestion were translated into Latin characters as full text. In the conclusion part, a general evaluation of the provisions in the notebook has been made and the policies of the Ottoman state towards the Rum nation during the period subject to this study have been examined. The conclusions drawn from the provisions in this section are again interpreted based on the content of the provisions.
