Abstract (EN)
Key words: Fire service response plan, evacuation, emergency, hospital, simulation In this thesis, different intervention plans made by the Istanbul Fire Department were examined. These intervention plans have been prepared to create a model template for a prepared intervention for businesses of importance within the area where fire departments are responsible. For the information that the fire department will need in the prepared response plan, the target audience was evaluated as a hospital and the content was created according to this situation. In the field study conducted by the fire department and the hospital authorities, situations and deficiencies that prevented the intervention were evaluated and solutions were sought. In the study conducted by evaluating the evacuation of the hospital, the effect of the actual time during which all people were evacuated from the hospital was investigated by using parameters such as age, mobility, people's escape rates, the speed of transport of auxiliary personnel and the social behavior of users as a result of collective movement. Factors that have a negative impact on emergency evacuation, user characteristics and mobility data were determined by entering the Pathfinder simulation program. The architectural project of Sakarya education and Research Hospital was transferred to the Pathfinder simulation program and worked with 977 users in the bed Service section and 1948 users in the entire hospital in accordance with the statistical information of the 2019 hospital. Considering that elevators will not work in emergency situations in hospitals, it was concluded that the number of carrier equipment in the hospital should be investigated and re-evaluated.
