Abstract (EN)

The primary objective of this study is to investigate the determination of air navigation costs from the perspective of Air Navigation Service Providers (ANSPs) and how the collection processes related to these activities affect efficiency and performance for ANSPs. The thesis focuses on the comparative analysis of the methods used in establishing the cost base of ANSPs and the collection of charges process. Within the study, the practices of the Central Route Charges Office (CRCO), operating under the European Organization for the Safety of Air Navigation (EUROCONTROL), of which Türkiye is a member, are examined in detail, and the potential for establishing a similar institution in an air navigation organization is assessed. The unique value of this thesis lies in its comprehensive analysis of cost and the collection of charges management in the execution of air navigation activities, particularly evaluating the effectiveness of methods used in extraordinary situations such as global pandemics. The research delves into the practical challenges in this field and offers solutions by examining Eurocontrol-CRCO practices and assessing the potential of these practices for Türkiye. The methodology includes a literature review, conceptual framework development, analytical examination, comparative analysis, and a case study addressing the situation in Türkiye. The results of this study aim to provide strategic guidance to industry stakeholders, contributing to current practices in air navigation cost and collection methods.
