Abstract (EN)

Airports are places where many services have been carried out compatible with each other to provide air transportation in line with service standards. Therefore, airports have been examined with the management concepts up until today. This study examines the characteristics of the services provided in an airport in terms of administrative law and discusses the airport management models. This research analyzes the build-operate-transfer model because the case project of this study (The New Istanbul Airport) was financed with this model. The New Airport Project of Istanbul has been the subject matter of polemics in our country since the tender was advertised. In this work, besides the Implementation Agreement, several cases filed against the project have been scrutinized through administrative judicial decisions. I aimed at analyzing the Project, which has been discussed frequently on a political basis due to the fact that it was listed at the top of governmental investment agenda, through the basic principles of administrative law
