Abstract (EN)

The occurrence of natural disasters is increasing every year in our country as well as in the world. The area that below the danger and disaster risk are changing and expanding day by day depending on the type of disaster.In this case, more people and movable and immovable property being damaged due to natural disasters.Reducing or keeping under the control the damages of natural disasters is depends on the improvement of efficient data collection and analyzing methods by using new Technologies and usage of this methods in natural disaster management. In this regard, by using instant data collection capacities of the Unmanned Aerial Vehicle (UAV) in disaster management, search and rescue missions, damage assessment and inventory works can be achieved effectively. Furthermore, data of the areas that cannot be entered with the impact of disasters and previously inaccessible can be obtained by using the instant UAV images. In this way, loss of life and properties can be reduced in the disaster response operations. For pre-disaster planning, such as create inventory, search and rescue and damage assessment studies are needed highly accurate spatial data. Such data can be collected as quickly as possible and to date only benefit from the mobile system. In this context, new approaches should be put on by integrating technologies such as Mobile Geographic Information Systems (MGIS) and UAV which is collecting spatial data quickly and simply from land.Because, it is not always possible to enter these areas to measure quickly by using classical measuring methods. Besides, satellite images and aerial photographs can be difficult to achieve and costly at the time of disaster. Therefore, due to the properties such as fast and cost-effective data collection of the UAVs stands the using immediately at the disaster and/or after the disaster.UAVs usage flexibility, flexibility of the planned/unplanned flying, to be able to take immediate coordinated photo, shooting video, many functions such as generating a 3D model and orthophoto with the easy and fast way is making UAVs more effective than other image-making tools in the disaster management. In this study, fast and low-cost mobile landslide inventory data collection model (MLICM) is designed to collect inventory information by using UAV integration with MCBS. In a local landslide area, graphic information which obtained from images by using UAV are integrated in the model with the non-graphic data collected from the field by using MCBS. Availability of the density point clouds which obtained from images by using UAV for usage in landslide, position accuracy is evaluated in terms of cost and speed.As a result of this study, it is shown that Landslides inventory information can be collected at high accuracy, quickly and economically by using UAV-MGIS.
