Abstract (EN)

This study explores the divergent post-conflict development pathways of Rwanda and Sierra Leone, focusing on the key political, economic, social, and institutional determinants that shaped their respective recovery outcomes. After enduring intense conflict—Rwanda in 1994 and Sierra Leone from 1991 to 2002— both nations initiated reconstruction under distinct governance systems, varying degrees of international engagement, and different socio-economic realities. The purpose of this research is to evaluate the outcomes of Rwanda's post-genocide development model and identify which components could be transferred to Sierra Leone. The analysis draws on comprehensive literature and theoretical models relating to post-conflict reconstruction, governance, justice, reconciliation, and socio-economic transformation to frame the comparative analysis. Rwanda's recovery system, driven by strong centralized governance and an emphasis on unity and planned development, is assessed across political, economic, social, and educational dimensions. Sierra Leone's post-war experience is reviewed through its political reforms, justice, international peacebuilding support, and persistent challenges such as weak institutions, youth unemployment, and regional disparities. Through a qualitative comparative approach, the study identifies multiple lessons from Rwanda— ranging from governance reforms to social integration initiatives—while acknowledging structural and cultural limits that may hinder their direct application in Sierra Leone. The analysis demonstrates that although Rwanda's model is instructive, but effective adaptation must consider Sierra Leone's unique historical and socio-economic circumstances. The study argues that successful post-conflict recovery must rely on locally designed policies anchored in strong institutions, inclusive governance, and long-term development planning. Recommendations proposed for Sierra Leone include strengthening governance, economic diversification, youth empowerment, and developing reconciliation mechanisms that reflect local community needs. The study further suggests avenues for future research, especially regarding the long-term sustainability of post-conflict development approaches in Sub-Saharan Africa.
