Evaluation of the ottoman state in the framework of İbn Haldun's perspective of Umran

The Science of "Umran" of Ibn Khaldun contains a field of study that makes it possible to analyze the state, society, and socio-cultural structure. It was concluded that the Asabiyyah Theory, which is in the scope of Umran Science, is an effective social dynamic in the establishment and collapse of states. In this context, it was determined in the first part of the present study that the concept of asabiyyah in the field of Umran Science is an ontological element creating a state and containing many other factors. The transformation process of asabiyyah into a state is discussed in the second part. State theories were examined and in the context of Ibn Khaldun, the types of state were classified in two groups as Nakıs Mulk (state) and Tabi Mulk (state), it was determined where the Ottoman State would be placed in the state classification made by Ibn Khaldun with some justifications in the third part of this study. the characteristics of the state and state administrators, the material and spiritual elements that make up the state are also given place in this part along with the functions of the state. The theory of attitudes of Ibn Khaldun, which is called the transformation process of society and state steps, was examined and an intellectual background was created to discuss the Ottoman State in this context. In the third part; In this study, unlike previous studies, the purpose was to evaluate the establishment and collapse of the Ottoman State in the scope of five attitude periods. In this context, contrary to the current periodization of the Ottoman State, the aim was to analyze the events in the framework of a cyclical understanding of history by considering the five attitude steps of Ibn Khaldun.
