Abstract (EN)

One of the main duties of the administration is to ensure that healthy and consumable food reaches people's tables in order to ensure that social life continues safely. It is necessary for the administration's activities regarding food safety to be systematically addressed for the resolution of issues encountered in the food safety process. Therefore, there is a need to question and examine the adequacy of the administration's procedures and actions in regulating the food market from farm to table. The aim of this study is to investigate the roles and authorities of governance in the regulation process of the food market, which requires sensitive and specialized knowledge, and to examine the structural and functional aspects of administrative procedures. Additionally, the assumption that negative interventions from political will and other influencing groups could be mitigated by establishing an autonomous and expert food authority (regulatory and supervisory body) will be discussed. In this context, the functioning of the food safety system in Turkey and worldwide will be examined from the perspective of administrative law, focusing primarily on food law and food safety. Particularly, the impact of developments in the European Union on our domestic legislation will be evaluated, considering each step of the food chain. The establishment of rules for effective food safety, the supervision and guidance of the market, and the extent to which these tasks are carried out by the traditional ministry organization throughout the food chain will be discussed in detail. The administrative organization and activities related to food safety in our country will be examined, and proposals will be made for the establishment of a food authority for the market.
