The issue of the ability of executing administrative actions of private persons under the administrative functions

In the scope of this study, the fact that whether it is possible to undertake administrative function, as a mediator of public force, by private persons against the change taking place in the way administrative actions are executed, has been discussed. In this regard, a segregation has been made in terms of the way private personality appears in public and the question whether a private person can execute administrative acts within the frame of this segregation has been sought. It has been considered that the justifications made in related adjudication, and revealing the data in legislation and doctrines play an important role, and this data has been employed in developing criteria regarding the issue.
