The perception of the Islamic movement in the II. Constitutional era on the madrasah (1908-1918)

This study aims to identify the views, suggestions and studies of Islamist intellectuals on the improvement of the madrasah institution in the Second Constitutional Era (1908-1918); and to reveal its contributions on the official regulations made in this process and its evaluations regarding the developments reflected in the implementation as a result of these contributions. In this work which was prepared using the Historical Method; the articles prepared by Islamist intellectuals and the works and treaties belonging to them have been analysed as the main sources. Our study which was made to determine the views of Islamist intellectuals towards madrasahs has focused on the reasons that affected the emergence, development and organization of the Islamist movement, which was among the most important intellectual movements of the Second Constitutional Era, and has discussed the media organs of the movement and the intellectuals who shaped the movement. As in the second part, it examined the views proclaimed by the intellectuals on the underdevelopment of madrasahs and the reasons for the reform of the madrasah and has analyzed the treatises and reports regarding the reform of the madrasahs. The answer to the question of how much effect the sayings, advices and proposals of the Islamic intellectuals towards the public opinion and the officials had on the published regulations has been searched in the third part of our work. In this sense, the new madrasahs created as a result of the Regulations of the Medaris-i İlmiye (1910), the Regulation of Islah-ı Medâris (1914) and the Regulation on the Dârü'l-Hilâfeti'l-Ali Madrasa and the Provincial Madrasa (1917) being put into effect in the Second Institutional Era by the official authorities has been analyzed and the statements of Islamist intellectuals about the topics put forward in the regulations like religion, culture, morality, politics, education etc. have been included.
