Abstract (EN)
The twin transformation represents a decisive paradigm shift in modern economies' pursuit of sustainable development goals, where digitalization and green transformation are implemented simultaneously and holistically. This study comprehensively analyzes Turkey's twin transformation strategies and assesses its progress in digital and green transformation processes, their impact on sustainable development, and the structural obstacles encountered. The first section outlines the theoretical framework of the twin transformation concept, and discusses its global evolution in light of international policy documents and a literature review. The second section examines the digital green integration strategies of the United States, the European Union, and China, identifying the transferability of these models to Turkey. The third section details Turkey's national digitalization and green transformation policies: e-Government applications, artificial intelligence strategy, cloud computing, and data hospitals in public services in the digital arena; renewable energy investments in green arenas, energy efficiency programs, circular economy initiatives, and sustainable urban planning projects. The findings indicate that Turkey has made significant progress in its twin transformations, but continues to face critical challenges related to regulatory predictability, a shortage of skilled human resources, and access to finance. The conclusion offers strategic recommendations for strengthening integrated governance mechanisms for policy alignment, supporting the innovation ecosystem, and expanding green financing instruments. The research demonstrates that Turkey's twin transformation strategies are a key driver for achieving sustainable development goals and enhancing global competitiveness.
