Abstract (EN)
Climate change, one of the most significant issues confronting the world today, necessitates a coordinates response at the local, regional and global levels. In this context, the aim is for the climate change action plans prepared by local administrations to play an effective role in combating climate change. To achieve this, it is considered essential to integrate enterprise risk management processes into climate change management strategies. Enterprise risk management practices enhance management capabilities by systematically and comprehensively addressing risks, identifying risk owners, establishing corporate risk memory, and recognizing potential opportunities arising from risks. The incorporation of enterprise risk management into local climate change action plans is therefore vital. This study reviews existing literature on the integration of climate change management and risk management practices. Specifically, it examines the climate change action plans developed by local governments in Turkey through the lens of enterprise risk management. The analysis focuses on enterprise risk management processes such as the identification and evaluation of climate risks, responses to these risks, the monitoring and reporting mechanisms employed, and the ways in which action plans address climate risks are evaluated. The findings reveal several deficiencies in the local climate change action plans prepared in Turkey, including vague risk definitions, incomplete or insufficient probability-impact assessments, a lack of climate change adaptation actions, and shortcomings in the review and reporting process. In the action plans to be prepared in the following years, it is considered important to overcome these deficiencies and prepare comparable local climate change action plans.
