Abstract (EN)
The concept of public administration has been continuously evolving in response to changing political, economic, and social dynamics both in Turkey and around the world. In recent years, strategic planning—originally a private sector management tool—has been increasingly adopted within public sector institutions. In Turkey, the enactment of Law No. 5018 in 2003 introduced a legal obligation for public institutions to prepare strategic plans. As part of this framework, Provincial Special Administrations are required to develop strategic plans periodically, following the guidelines prepared by the State Planning Organization. This study aims to explore the development of strategic planning practices by examining five strategic plans prepared by the Karaman Provincial Special Administration since 2006. Through a chronological comparison and assessment of compliance with the applicable guidelines, the research reveals both the progression of the planning process and the challenges encountered along the way. The findings, based on a comprehensive literature review including theses, articles, papers, and related strategic documents, show that over time the strategic plans have become more data-oriented, measurable, and aligned with institutional standards. Although efforts to adapt to the evolving nature of public administration are evident, areas in need of improvement remain. By using the Karaman Provincial Special Administration as a case study, this research highlights the importance of strategic planning in public governance and provides a critical analysis of its stages, strengths, weaknesses, and areas for further development.
