ABSTRACTTHE ROLE OF NEOCONSERVATIVE IDEASIN THE SECURITY POLICIES OFTHE FIRST GEORGE W. BUSH ADMINISTRATIONÇelik, ArifM.A., Department of International RelationsSupervisor: Assist. Prof. Tore FougnerSeptember 2005This thesis attempts to make a contribution to the debate on the role played byneoconservative ideas in the first George Walker Bush Administration?s (2000-2004) foreign and security policies. While supporting the view that such ideas havehad a significant impact on the policies in question, the thesis moves beyond asimplistic cause-effect analysis of the relationship between ideas and policy to aconcern with the greater complexity involved in the transformation ofneoconservative ideas into US foreign and security policies. More specifically, andbased on a constructivist analytical framework emphasizing the interactiverelationship between ideas and material circumstances, the thesis draws attention tothe crucial role played by September 11 terrorist attacks in paving the way for aneoconservative influence on US foreign and security policies. Through its focus onthe interactive relationship between neoconservative ideas and various materialcircumstances, the thesis provides an improved account of how these ideas came toinfluence US foreign and security policies.Keywords: Neoconservative Ideas, George W.
