The significant level of 0.05 was set for all the analyses. Specific descriptive analyses which were conducted to calculate the data included percentage, frequency, means, standard deviation, t-test and one-way ANOVA for unrelated sampling, Pearson's correlation coefficient, multiple regression analysis. As the result of the study, ethical leadership skills of the administrators were found adequate according to the views of primary teachers. According to their views, primary school administrators performed ?ethical desicion making? behaviours at the most and they performed ?ethical climate? behaviours at least. In addition to this, behaviours of desing and develope a creative school climate are done adequately by primary school administrators according to the views of primary teachers.
