Centralization tendency in zoning plans

Abstract (EN)

The aim of this study is to determine whether it is treated correctly as to choose institution authorized to make the zoning plans and whether the choice in question indicates a trend; also, to make suggestions regarding the solution of the drawbacks and problems caused by this trend. In order to achieve this goal, zoning plan types were deeply examined through scrutinizing the concepts of local administration theory, authority sharing and city development planning. In particular, concepts such as local autonomy, administrative tutelage, principle of local administration, local common need, subsidiarity principle have been given detailed coverage, taking into account legal regulations, doctrine and judicial decisions; in the light of these concepts, the tendency on centralization and its drawbacks in zoning plans were brought up for discussion, and suggestions were made for the solution of authority problems in planning.
