Evaluation of work accidents in the construction sector by integrated garrett ranking technique with multi-criteria decision-making methods

Work accidents occurs due to many factors which are originated from people, management, working environment and working machines. Work accidents have become a significant issue in Turkey as well, which is a developing country, due to its universal and multidisciplinary structure. The reasons such as the unique dynamics of the construction sector, which is one of the sectors where work accidents and fatal work accidents are most experienced, the complexity of the projects and the lack of mass production, and the necessity of applying construction activities in field works; increase the risk of causing work accidents and fatal work accidents in the construction sector. These mentioned issues bring into the open the necessity of studies contributing to reducing the rates of work accidents and fatal work accidents in the construction sector. The main purpose of this study is obtaining the general ranking of the provinces of Turkey in terms of the frequency of work accidents, determining the provinces and regions where work accidents are frequently experienced, preparing the work accident risk map, using the Garrett Ranking Technique (GRT) method integrated with Multi-Criteria Decision Making (MCDM) methods to obtain the ultimate ranking and evaluating the obtained results in general for the view of construction sector. In this thesis study, 81 provinces in Turkey are ranked in terms of the frequency of work accidents. Turkey work accident risk map has been prepared and general work accident risk ranking has been obtained for the provinces of Turkey. The work accident risk map has been coloured from dark red to dark blue, from the riskiest to the least risky, with a 6-colour scale. In the prepared risk map, it has been determined that the risk of work accidents increases from east to west. In this direction, while the risk of work accidents in the Marmara region, the western parts of the Central Anatolian region, the Aegean region and the Mediterranean region is high; the risk is determined to be low in the Eastern Anatolia region, South-eastern Anatolia region and the eastern parts of the Black Sea region. In this thesis study, The GST method integrated with MCDM methods has been used to solve and optimize the complexity caused by different rankings obtained from different MCDM methods applied to the same problem. While obtaining the ultimate ranking, the results obtained from MAIRCA, MOORA, WASPAS, VIKOR, PROMETHEE II, GRA, OCRA, EDAS, COPRAS, TOPSIS, CoCoSo, PSI, ARAS and ELECTRE I MCDM methods have been used to be used in the GST method. According to the results of the GST method integrated with MCDM methods, the 7 provinces with the highest risk in terms of the frequency of work accidents have been determined as İstanbul, İzmir, Bursa, Ankara, Kocaeli, Manisa and Antalya, respectively. The fact that the algorithm used in the ultimate ranking approach presented by this thesis study is applicable to different problems and can be developed, offers a genuine achievement in terms of the applicability of the used method to different problems in the construction sector and the usability of the proposed method in the problems for which the ultimate ranking is desired to be obtained in other sectors.
