The obstacles of the e-government implementation from the perspective of human resources

Always "governments of distinguished countries" seeks to improve the efficiency and transparency of government services, and reduce the tension between citizens and government agencies, and this increases the confidence of citizens towards the government. The e-Government helps to successfully provide the government to citizens and to link the relationship between government institutions and private institutions in a coherent manner. Therefore, the success of the application of e-Government in developing countries such as the State of Libya faces some obstacles to the implementation of e-Government. In order to implement and improve e-Government programs and the State of Libya has encountered some obstacles to e-Government programs. The presentation of this thesis is a study and analysis of the relationship between the characteristics of human resources and affect the obstacles of e-Government. In this thesis, based on literature review and field study in Libya some results have been identified. The results showed that there was a relationship between attitude to use, self-efficacy, personal values, and organizational obstacles. Organizational obstacles are not positively correlated with user satisfaction. The financial obstacle is only positively correlated with personal values. Financial obstacles are not positively correlated with attitude to the use, self-efficacy and user satisfaction. There is a relationship between technical obstacles, self-efficacy, personal values, and user satisfaction. There is no relationship between the position of use and technical obstacles. There is a relationship between attitude to use, self-efficacy, personal values and legal obstacles. There is no relationship between user satisfaction and legal obstacles, some differences between sex, age, occupation and qualification in terms of human resource characteristics and e-Government obstacles.
