Abstract (EN)

It is known that states generally undertake the duties of regulatory, supervisory and arbitrator in working life. States fulfill each of these duties within the scope of their own legal regulations. This study is concerned with the State's duty of work life, which provides supervision, guidance and preventive approach. In addition, in this study, document analysis and source scanning methods were used within the scope of qualitative research methods from scientific research techniques. In the international order and in our country, labour inspection structures are generally designed and implemented to include two types of inspection systems. The inspection systems in question; The inspection system for the inspections carried out in terms of occupational health and safety and the inspection system for the inspections carried out in terms of the execution of the work. Occupational health and safety inspections deal with issues such as whether the safety precautions to be taken in the workplace are taken within the scope of the technical regulations of the work, whether the occupational health and safety trainings that should be given to the workers are given, while the labour inspections in terms of the execution of the work are the rights and receivables of the workers arising from the labour relations with the employer. In this context, it includes inspections about the employee's individual receivables such as wages and overtime wages not paid by the employer, and/or rights such as annual leave and weekend leave not used by the employer. Within the scope of this study, the legal regulations regarding the working life of Turkey and the European Union member countries Germany, France and Italy, the structures of the labor inspection units, the labor inspection systems in terms of the conduct of the work and various information about the inspection activities are given. In this direction, it is aimed to compare the labour inspection structures of the countries that are the subject of the thesis study and the labour inspection systems in terms of the conduct of the work, but ultimately it is aimed to include determinations, analyzes and evaluations on the subject.
