Effectiveness of on the job training programs conducted by İŞKUR: The example of Batman province

The problem of unemployment, which negatively affects societies and causes serious problems, is among the most serious problems awaiting solutions for all developed, developing and underdeveloped countries. Despite the economic growth of the countries, it seems that the unemployment problem continues. Countries need to solve the unemployment problem by creating sufficient employment opportunities in order to increase the welfare of their citizens and offer them better living conditions. At this point, countries benefit from active employment policies within the scope of combating unemployment. One of the active employment policies implemented in Turkey is on-the-job training programs. For this reason, this study aimed to determine the effectiveness of on-the-job training programs implemented by İŞKUR in the provinces of Batman, Mardin, Siirt and Şırnak in the TRC3 region, covering the years 2018-2022. It was aimed to determine the situation in the TRC3 region by preparing more detailed analysis for Batman province. Within the scope of the study, on-the-job training programs were tried to be analyzed by using statistical data regarding the number of programs and participants by year, gender, age, education level and started courses (professions). In the study, it is revealed that the number of female participants is almost equal to the number of male participants. It is revealed that the largest number of participants consists of young unemployed people between the ages of 15-29, the number of participants who are primary school graduates is the highest, and the number of participants at higher education level is low according to their education level. According to the data on the professions with the most participants, the professions of woven garment machinist, garment worker, machinist (sewing), customer service officer/assistant, department officer, waiter (service personnel), sales consultant (expert) professions stand out. It is thought that the data obtained as a result of the analyzes carried out in the study will contribute to the studies to be carried out to increase the effectiveness and efficiency of on-the-job training programs for İŞKUR, which carries out active employment policies.
