Abstract (EN)
This study aims to present the role of the dīwān in the economic structure throughout Islamic history, bringing to light the practical impact that the dīwān had on the financial and economic sector. It discusses the fairness that it provided with regards to imports and exports, as well as preventing corruption through the supervision of finances for the entire state. The dīwān displayed publicly the income and expenses for funds that were overseen therein during that time, which were arranged in charts and graphs that kept record of all respective numbers in each era. The study covers all eras of Islamic rule, with a focus on the Umayyad and Abbasid eras, during which the dīwān underwent considerable development. The study concludes that the dīwān had a clear impact on the economic and financial system through its administration of vast amounts of property. It was responsible for overseeing the state's public spending, including funding for public projects, individual disbursements, and other expenditures that were distributed in the state's infrastructure. The study ends with the mention of the effects of not having the diwān in our current times.
