The bureaucracy in ancient China and Eastern perception in Weber

Abstract (EN)

Weber, who first theorized bureaucracy as a form of manegerial organization, defines bureaucracy as "division of labor, specialization, organization, authoritarian hierarchical structure, impersonalism, filing of correspondence and activities, adherence to written rules and disciplined management of large groups within the framework of planning". The bureaucracy, which dates back to ancient times, was also seen in the Ancient, Western and Eastern societies. It is thought that China has a mythological history dating back to 5500 BC. Dynaties, which have been struggling with each other throughout history, have taken over China and formed their own bureaucratic structures. Patrimonial bureaucracy, which Weber bases on traditional authority, is the structuring of bureaucray seen in the dynasties that took over the administration. Although China has a deep- rooted state circulation, it could not establish a uniform bureaucracy. Connecting the development of bureaucracy to the development of the money economy, Weber linked the biggest obstacle to the inability of rational bureaucracy in Chinea to Confucianism, which also negatively affected the development of capitalism in China. In this study; What kind of bureaucracy structures played a role in the political history of ancient China, the view of the East in China from Weber's perspective and Chinese bureaucratic structuring in the context of the authority typologies that dominate the East have been discussed.
