Abstract (EN)

The Ruus books, which are the books of the imperial council (Divan-ı Humayun), are the books of the Ottoman bureaucracy in which the grants (the tevcîhat) such as appoint, dismissing, eternalizations are recorded. According to the places where Ruus books are kept, the Divan of the grants made by the Sultan, the afternoon of the grants made by Grand Vizier without offering the Sultan, and the grants made by the Serdar who was in charge of the expedition were classified as Sefer ruus. The subject of our thesis is the transcribing and evaluation of pages 1-100 of the Ruus book, recorded in Kamil Kepeci 217. The subject of our thesis includes the last Grand Vizier years of Köprülü Mehmed Pasha between Cemaziyelevvel 1070 - Rebiülevvel 1071 (January 1660-January 1661). From the records here, it is possible to reach the appointments of many major and minor officials such as governor (beylerbeyi), governor of a sanjak (sancakbeyi), Muslim judge (Kadi), professor (müderris), the teacher of the schools, caliph, teachers. Foundation officials and the castle officials in the mentioned period. The information in the notebook is displayed systematically in tables according to their subjects.
