Abstract (EN)

Important modifications were done at every dominian of empire with the declaration of Tanzimat. The aim of these modifications was to prevent the effect of nationalism, establish a central authority and keep the country which was separating in company. But new regulations which were introduced by Tanzimat, got reaction in every part of empire especially remote areas. This was because of local force (ağa, voyvoda, ayan, kocabaşı) whose interest was damaged. Because of these reactions, inspectors were send various part of empire both prevent this circumstance and inspect of Tanzimat's practice. After 1840, 1842's inspection, the third inspection was done in 1850. Kamil Pasha was appointed as an Inspector of Rumelia in August 1851, then he scrutinized where he traveled. He informed the centre of empire what he did and its results. Pasha was assigned for Bosna reform in 1852, he carryed out various activities in order to please of people and to put state in order.
