Turkiye Grain Board Soil products Office and producer interaction in public wheat purchase policies: Case of Turkey Krşehir province Mucur district

The aim of this study is to determine the place of wheat, which is the main food source of the Turkiye Grain Board (TMO), which operates under state control in the purchase and sale of agricultural products, in purchasing policies and its effect on producer behaviors. For this reason, wheat and non-wheat crop production patterns, population and workforce existence of wheat producers operating in Mucur district of Kırşehir province, variety selection and production, marketing when producing wheat, decision-making processes while producing wheat and the place and importance of TMO in all these processes. aimed to be determined. The material of this study consists of the information obtained through a face-to-face survey with 100 producers in the Mucur district of Kırşehir. Purposeful sampling method was used in the study and the data obtained were interpreted by converting into tables and graphics. Some of the important variables were cross-tabulated and statistically chi-square analysis was performed. Crosstabs are made by business size groups. While determining the business size groups, the most appropriate distribution was provided to ensure homogeneity on the basis of groups. According to the research, it has been observed that the producers pay attention to the availability of easily available varieties when planting wheat seeds, the time of wheat sales is very important, the region of the wheat variety affects the price when selling the wheat, the glassy grain ratio in the price is very important, and the purchase and price policies of TMO affect the production decisions. According to the results of the chi-square analysis, it was determined that there is a statistically significant relationship between the size of the wheat planted land and the mentioned factors. It has been determined that TMO plays an active role in the determination of grain prices, affects the production decision in purchasing and price policies, acts in favor of the producer in terms of payment method, and they are not generally satisfied with the services and activities of TMO. Apart from this, it has been observed that 26.3% of the producers are undecided, 26.3% do not agree about the transition of TMO to the quality-based procurement system, and 35.4% of the producers are undecided and 23.3% agree about the appointment system. In general, it is possible to express the greatest dissatisfaction with the analysis method based on quality, as low price and distrust of the analysis method. Explaining this situation to the producers in a correct way and raising awareness is considered important in order to eliminate this prejudice in the producers.
