Public safety and crowd management

Crowd management is the process of keeping crowds under control, taking necessary precautions by foreseeing possible negative consequences that may arise, and carrying out necessary administrative work to prevent unwanted crowds from reoccurring. Successfully implemented crowd management is the basic condition for people to live a peaceful life. Because successful crowd management is directly effective in meeting all other needs, especially people's need for security. Crowd management is a necessity for people to continue their lives in a safe environment. It is not expected for every crowd to turn into an incident or threaten people's lives. However, it is easier for people to exhibit actions that disrupt public order and endanger the safety of other people in a crowd. Because a small incident that may occur in a crowd can reach a level that threatens the safety of other people in a short time. This situation indicates that crowd management is a necessity in terms of public safety. The main purpose of this study, which examines the relationship between crowd management and public safety, is to reveal the effect of crowd management on ensuring public safety. For this purpose, the role of effective crowd management in ensuring public safety has been discussed. In this context, the first part of this study has explained what the concepts of security and public safety mean, what their characteristics and elements are. In the second part of the study, the concepts of crowd and group, the characteristics of crowd and groups, and the relationships between crowd and group have been emphasized. In the third part of the study, the situations that disrupt public safety, incidents and social incidents and the transformation of the incident into public safety have been discussed in terms of public safety and crowd management. In the last part of the study, what needs to be done to achieve effective crowd management in terms of public safety has been presented.
