Abstract (EN)

Despite, without having common understanding on meaning and content of "public services" in between scientists, lawyers and intellectuals, however, concept had always being placed in articles of Turkish Constitutions and discussed High Court Decisions for its scopes. Some scientist, like member of Public Services School (or Bordeaux School) tried to explain necessity of the state with the approaches of requirement to fulfill public services along with since than nation state emerged. Dependent on undergone political-historical periods in which mostly witnessed increasing tendency of obligations of the states, but rarely public services thoughts are decreased. For boosting activities of state or in the other mean, for increasing dense of public services are sufficient to have any decision which is given by policy makers and to say "having the public interest" is enough. In fact, to facilitate decision making process, our Constitutions had been having nationalization provisions in its articles since than early years of the Republic even Ottoman period. In spite of diminishing of the state as is not easy as enlarging of it, however, after 80's with insistent privatization programs implemented in many countries which aimed diminishing volume of public for reducing taxpayers burdens and increasing effectiveness of state activities. In this work, generally privatization programs in the world and specifically absolute public service as an example in Turkey assessed. This manner, technical periodic inspection for vehicles has been questioned if "services" gained effectiveness after privatization.
