Abstract (EN)
TİGEM, which we can describe as an institution formed by the merging of institutions carrying out breeding and seed breeding activities in the public sector, is a public economic enterprise operating in the fields of agriculture and animal husbandry. As with other state-owned enterprises, TİGEM is subject to administrative law for its establishment and private law provisions for its external activities. Due to this situation, the organization has a dual identity legal structure. The dual identity legal structure of TİGEM, which is one of the important actors of our domestic agriculture sector, is a subject that has not been examined before in doctrine. However, TİGEM is an exceptional institution that meets the needs of our country's agriculture and agriculture-based industry to a great extent and needs a distinctive examination. In this direction, first of all, the historical development of TİGEM, its fields of activity and the public services it carries out were examined. Afterwards, the position of TİGEM in the Turkish administrative organization, its legal structure, personnel, organization, the liquidation process of some of its enterprises were examined and evaluations regarding the privatization of the organization were given.
