Abstract (EN)
Since humanity has existed, it has wanted to transfer what it has learned from the past to the future, and as a result, it guides future generations and improves the quality of life. In the sequel, he has searched for ways to transfer information from the past to the future and has developed methods. Sometimes these methods are transferred from person to person, or a technology developed in the era of that day is used. With the technology that each period has used its possibilities, information has been recorded and continues to guide people's lives. In line with this information, new technologies have started to be developed together and continue to be used Decently, establishing a connection between the past and the future. The computer, one of the most important of these technologies, and subsequently the Internet, which allows the transfer of information generated on computers without the concept of distance, is a revolutionary development. The data produced with the development of computers and the Internet continues to be shared between countries, first within and then between countries. Dec. Initially, the internet, which settled in the prominent corner of our lives only through access to information with Web 0.1 technology, later became an interaction with Web 2.0. Today, it is almost integrated with humanity with Web 3.0. With the development of technology, the increase of storage areas and the acceleration of the Internet, the diversity of data is also increasing. New technology is needed to increase the diversity of data and to prove the immutability of this data. Two of the most important technologies are Electronic Document Management Systems and E-Signature technology, which take their place primarily in public institutions and almost every sector. It is one of the essential areas of the digital transformation journey of electronic document management systems that enable the execution of data produced in a physical and digital environment. E-signature technology, which ensures the immutability of data in the digital domain, has completed the holistic structure of Electronic Document Management Systems and allows all institutions to carry out their business processes without the concept of space and time. As a result, the way is taken safely and quickly on the journey of e-government, digital state and digital Türkiye.
