Abstract (EN)

Occupational Safety and Health (OSH) Law #6331 is active since 31.12.2012 and made risk assessment obligatory in all workplaces. In this study, a guide for risk assessment in public institutions is prepared in order to perform it in a better and easier way. This guide consists of a control list and associated risk table. When OSH Law #6331 and related directives, and OHSAS 18001 OSH Management System are considered, importance of continuous improvement is clearly seen. In this study, a decision support system is proposed that can be used with application of the guide until risk becomes below acceptable limits, so that the application will be more systematic and easier and will meet the requirements of continuous improvement. Department, source and hazard are considered together as DSH and database design of the system is based upon DSH. Entity-Relationship Diagram for DSH, danger and precaution is prepared, minimum and maximum cardinality ratios are defined on the relations of those entities. Some user interface designs are designed and proposed. Similar studies exist in different application areas, but when public institutions and proposed decision support system are considered, this study is original.
