A research intended for measuring the ethical perceptions of public professional organisations: Example of chambers and Commodity Exchanges Established by the Law Number 5174

In this research, the level of the ethical perceptions of the Chambers and Commodity Exchanges, which are public professional organisations and have been established by the Law Number 5174, is examined and ethical perceptions of Chambers and Commodity Exchanges are compared according to their demographical features. The first chapter of the research includes the literature research about definition and types of ethics, definition of morality, the relations between ethics, morality, law and religions. The second chapter includes conception of ethics in public administration and developments about ethics in Turkish public administration system. In the third chapter of the research, public professional organisations, The Union of Turkish Chambers and Commodity Exchanges (TOBB) and the Chambers and Commodity Exchanges which have been established by the Law Number 5174 are examined in detail. The datas of the research which have been collected from 219 executives of Chambers and Commodity Exchanges are included in the last chapter of the research. An electronic questionnarie form comprised of two parts has been used and sent to the target population of the research via e-mail. The first part of the questionnarie form consists of demographic information of the Chambers and Commodity Exchanges and the Perception of Ethical Climate Scale of Pelletier & Bligh (2006) is in the second part. The datas gathered from the questionnarie forms have been analysed with SPSS 21.0 program. The research findings indicate that the level of ethical perceptions, ethical awareness and ethical leadership perceptions of participants are high, but the level of the perceptions of the participants about effectiveness of ethical inplementations are neutral.
