While the debates on the restructuring of public administration and the failures of states continue for many years, Public Private Partnership (PPP) which puts forward a different function to the state as an application of the "New Public Management" approach has been presented as a solution to many problems. Although PPP can be briefly defined as the provision of public services by the private sector, there is a complex relationship structure and risks behind this definition that can make the model unsuccessful. PPP projects, especially in underdeveloped and developing countries; Incorrect model designs, lack of transparency and accountability principles have resulted in failures due to the fact that they have become the target of corruption activities and the hidden costs that have arisen due to these reasons and have caused great losses in public budgets. The way to popularize PPP practices in the world is to ensure the best applicability of the method. In order to demonstrate how this best method should be, the models of successful examples, successful procedures and laws applied at the international level have been compiled by international organizations and researchers such as the OECD, United Nations, European Commission and the World Bank, and many of them are presented ready for implementation. Some studies have focused on what not to do based on faulty designs and experiences. As a result, as a result of all these studies, the critical success factors required for the improvement of the PPP method have been determined. In the light of the critical success factors mentioned above, this study focuses on providing supporting information especially for countries trying to design and develop a PPP model. Afterwards, performance-measured PPP applications in the world were examined in the context of transparency and accountability, and in this direction, it was tried to reveal how important the principles of transparency and accountability are in the success of the PPP model.
