Construction projects has a complex structure which consist of many activities and where each activity carried out by different participants with different expertise. In order to eliminate this complexity and complete the project efficiently project management must be carried out continuously throughout the project. The success of the project management is influenced by the managerial decisions that are largely taken during the planning process and which determine the constructability of the projects. On the other hand; in accordance with Public Procurement Law No. 4734 (PPL), public institutions and organizations are obliged to carry out a procurement process in order to use public resources efficiently and to ensure the principle of equality between the bidders. In this method, the exact separation of the planning and execution processes of the projects prevents the administrations from being involved in the project management. In the present thesis, it is aimed to evaluate the effectiveness of the PPL in the current practice. In this context; the approximate cost and the tender prices of the auctions taking from both the Public Procurement Authority and the Municipality of Alanya were examined by correlation and regression analysis. The results revealed that there was a very high relationship between the approximate cost and the tender price and the approximate costs explained the tender prices at a very high level. In the models obtained as a result of the analysis, it was seen that the ratio between the approximate cost and the tender price in the bargaining procedure was higher than the open tender procedure. As a result; In order to use public resources efficiently, bargaining procedures must be applied.
