The effect of public administration reform to municipality labour relationship: Example of the Municipality of Armutlu

This research examines labour relations in the municipalities on the basis of public administration reform. First of all, this study focuses on the concept of municipal in Turkey after than the structure and distribution of municipalities will be explained. Secondly, the employment by municipalities will be examined in the light of Norm Staffing structures. Last but not least, human resource management and trade union organisation will be explained in the municipalities? structures.The effects of reform in Local governments, the structures of personnel and labour relations will be explained by considering all aspects of public administration.Example of the Municipality of Armutlu; Norm cadre structure, human resources, staffing, employment status and trade union organization will be examined in this study.All this information and assessments in accordance with operation of a comprehensive reform in the management of public administration is stated as a modern structure with the municipalities. Of course, reform efforts affect positive on all areas, however, it has been a very important step to settlement especially in the structure and functioning of municipal efficiency, economy and productivity.
