Strategical administration,as being a proof tool of activity in the public administration: The example of Tepebaşı Municipality, Eskisehir

Our world is a witness of a rapid process of exchange. Organizations have to keep pace with exchange to be able to survive with such causes as the development in the fields of globalization , informatics, communication and technology, nation state?s starting to lose its power, flow of information not knowing the national borders, laissez-faire economy, rivalry atmosphere, differences between people?s demands and expectations.The strategic administration that finds the common application field in the private sector has started to be applied and to gain importance in also public sector. Also, the public administration that gets share of wide ranging and rapid development in the world has been tend to strategic administration technique to solve the problems springing from the present structure in its development process and to be able to make its operation active and productive. The development process has affected also the Turkish public administration like its effect on the public administrations all over the world. Works of reconfiguration in the Turkish public administration goes on and the application of the strategic administration technique comes into prominence to present the public services actively and productively. The claim that public corporations control the environment in constant exchange, they adapt to exchange and they have been tend to strategic administration technique to make this adaptation permanent, strategic administration is an important to be used to activate the public sector has been the subject of the work.In the first part of the work, how a paradigm exchange is experienced in the public administration, in the second part the development of the strategic administration, its features and the processes have been studied and the place of strategic administration, its necessity, benefits and the difficulties of the application in the public administration have been handled. In the third part, the works of exchange in the Turkish public administration have been studied; the comprehension and the development of strategic administration in the public administration have been handled. In the fourth part, Tepebaşı municipality, a public corporation, as an example of the application of strategic administration in the public corporations has been handled.
