Leadership perceptions of public employees in the context of leadership in public administration: A research on Azerbaijan ASAN Service

While researching the historical development process of leadership, it has been seen that societies need a leader in every age, and these leaders influence their societies by decisions, that constitute the turning points of history. In general, a leader is a person who makes an impact, namely conveys ideas, have them accepted, finds supporters for these ideas and apples them. There are various leadership approaches to understand the concept of leadership. Various characteristics of leaders exist and different types of leadership can be mentioned within this framework. Leadership under Azerbaijani public administration in this regard, especially Azerbaijani leaders, the leadership style of Azerbaijani leaders are learned, and with the help of survey leadership perception of ASAN Service managers and employees has been investigated. ASAN Service is a public institution established within the scope of new public administration and e-government applications and aimed at eliminating excessive bureaucratization, and focusing on increasing the satisfaction level of Azerbaijani citizens. And for this reason, learning the leadership perceptions of the people who are in the positions of manager and employee in this institution is important in developing the leadership understanding in the context of public administration in Azerbaijan.
