Ethical problems and solutions in the context of social responsibility and social justice in public administration

This study aims to examine ethical issues encountered in public administration within the context of social responsibility and social justice, and to offer solutions to these problems. The study investigates the place of the concept of ethics within the historical process, the relationship between public administration and ethics, and the structures established to address issues encountered in national and international public administration, all within the framework of social justice and social responsibility. In the first chapter, the theoretical and conceptual framework of the concepts of ethics, public administration, social responsibility, and social justice is explained. In the second chapter, the relationship between public administration and ethics, ethical practices in Turkey, and how ethics is addressed in the legal field are examined, along with a discussion of the concepts of social responsibility and social justice. The effects of digitalization and artificial intelligence processes on ethical violations are also addressed. In the third chapter, international indexes are analysed, ethical practices of countries ranked highly in these indexes are discussed, and Turkey is evaluated with solution and policy recommendations presented. This study aims to contribute to the development of an ethical culture in public administration.
