Examining the role of public administrators in increasing the resistance of public administration to crises through the example of COVID-19

This study provides a comprehensive assessment of management strategies related to the Covid-19 pandemic in Türkiye. After presenting a general conceptual framework on crisis and crisis management in the first section, the second section outlines the provincial administration system and provincial administrators from history to the present. This section also outlines the crisis management legislation in Türkiye, and then thoroughly examines the role of provincial administrators in crisis management through the example of Covid-19. Here, the work, practices, problems encountered by the provincial administration in its overcome against the pandemic, and its critical role in this process are examined. In the study, while seeking the answer to the question "What is the role of provincial administrators in increasing the resistance of public administration against crises?", a case study was conducted on the example of the Covid-19 pandemic. Within the scope of the research, data were obtained based on document review and observations. The fact that the thesis author is a provincial administrator brought with it the richness of the data collected through observations. The findings obtained from the data are discussed especially in the last section, and an answer is tried to be found as to how the role of provincial administrators should be in increasing the resistance of Turkish public administration against crises. This study presents a detailed analysis of the management strategies used by Türkiye in its overcome against large-scale crises, and makes recommendations on the necessary improvements and strategic approaches to prepare more effectively for future crises.
