Abstract (EN)

Today, the preference of human beings is in favor of urban areas and when the expectations of urbanization are considered, it is essential that the process proceed like this. However, the increasing population and the accumulation of human density in the cities cause some problems. These problems include the provision of public goods and services and alternative delivery methods. In this context, it is expected that limited resources will be effective and alternative presentations will be more efficient by using technology. Therefore, public-private partnership and smart city issues the attract the attention of the state administrations are important. In this study, the issue of public private partnership and smart city which is thought to be a complementary element in the provision of public goods services are discussed. Public private partnership structure, which is an important financing model in public and service supply and smart city structures that are considered to be linked are introduced with the applications from the world and Turkey. The reason of preference of the study which is formed by a qualitative research method is the fact is that the intensity of interest has increased in many international studies, including search engine in recent years. As a result of this study, which is the product of the common mind as a result of the visits to the ministries, municipalities and experts, it is determined that public-private partnership model which is important in terms of public goods and service delivery is immature as a legal framework in Turkey, that it is a possible way to follow for the creation of smart cities, but there is a need to revise and incorporate the model into the transformation, and that the method will accelerate smart city processes and reduce the financial burden on the municipalities and contribute to the establishment of more livable cities which are also aimed at solving problems.
