Problems experienced in severance pay collection and severance pay fund: The case of Istanbul province

Severance pay has always been one of the leading problems of working life, which has been associated with different institutions, embodied various functions, since the day it took place in Turkish labor law. It can be said that the unique structure of the Turkish labor market and the weakness of the social state understanding, the absence/incomplete involvement of some institutions that should take place in the working life and some populist policies are effective in the emergence of this situation. The most problematic aspect of severance pay for workers is the problems experienced in collection. In this respect, the problems experienced by the workers in the collection of severance pay constitute the subject of this thesis. The aim of this research is to determine how many of the workers can receive severance pay even though they are entitled to severance pay, what are the effective reasons for not receiving severance pay, and to determine the attitude of the workers towards the transfer of severance pay to the fund. In order to determine the problems experienced in the collection of severance pay, a survey was conducted with people who had just lost their job and applied for unemployment insurance, and frequency and chi-square independence tests were used to analyze the data obtained from the survey. As a result of the survey and analysis conducted within the scope of the research, it has been determined that the problems in the collection of severance pay continue. It has been concluded that the transfer of the severance pay to the fund at the point of creating a solution to the problems experienced in the issue of severance pay, and that the workers' sector has a predominantly negative and indecisive attitude.
