The research material consists of the data obtained through surveys from the fishermen who are fishing in Keban Dam Lake and the data obtained because of the on-site examination of the fishing gear and equipment used by these fishermen. The surveys were applied in the form of closed and open-ended questions, with one-to-one interviews with fishermen who were fishing between 01 July 2019 and 1 April 2020, which is the 2019 fishing season. The age of the fishermen ranged from 35 to 60 and the majority (38.4%) were between the ages of 41-45, all fishermen were married, their education was mostly primary school (61.5%) and middle school (30.8%), the number of children It was determined that it ranged from 0 to 4 and more than half (54%) of them had no other income than fishing. It has been observed that most of the fishermen in the region did their profession not lovingly and willingly, but when they had to and for their livelihood. Fishermen have very important and pending problems. These problems: High fuel cost, high fishing gear cost, old and neglected fishing boats, problems encountered in fish marketing, lack of fish market, illegal fishing, and insufficiency of inspections. It is also important that all relevant stakeholders come together and create a management plan for fisheries in the region.
