Abstract (EN)

In this study, the political will of Fuad ve Ali Pasha, who were two of the leading statesmen during the Tanzimat Era, is examined. Its concluded that the statement of these wills is to prevent any economic and political crises that may arise after their term. The wills have been written by Fuad Pasha and Ali Pasha seperately. Altough these wills contain many different political and economical subjects, we will examine more in the view of monetary and tax policies. In order to fully understand the context of the will, the important things in the testator's life have been included along with Mustafa Reşid Pasha who was the protector of these two reformist. We also explained the major political events briefly. The scope of this study is between 1838, when the British free trade agreement was signed, and 1871, when Ali Pasha died. While the study provides an overview of the Tanzimat Era, it focuses on Ottoman fiscal policies and analyzes the wills within the framework of related issues.
