This thesis is includes ?within the city and art international Sinop biennial and echoes.? In this study curators, artists, sponsors, working as volunteers and participating as audience two people from in the biennial starting in 2006 until 2010 formation process, development and is consideered the opinions of echoes. In this study a artistic activity in city and this formation of preparing factors. Viewpoints of people this biennial for both artists and local community this process was aimed. This research designed with the scanning model. Qualitative research metods based on this model was carried out semi-structured interview technique.According to the results of the research, the beginning of the biennial until the last biennial in Sinop, the event was transformed into in regional and international area. With the biennial citys actors ( municipal staff, governorships, various government agencies, special provincial administrations, civil society organizations, voluntary associations, business people, educators, chambers of tradesmen, etc? ) have been able to talk the same language to communicate with each other. Biennial held over the years; drawn the attention of local and international artists, biennial sponsors number seems to have increased. Biennial has appeared in local, regional and national press. Participants of Sinop Biennial express that towards becoming independent business which promote volunteerism, inning in the foreground, attempt to use all the tools on he basis of the visibility moving towards an approach that continues the effort to use future biennials.
