The romanies and social assistance in the context of urban relations: Case of Kandıra

The history of social assistance is as old as the history of poverty. It is not a new phenomenon that the rich help the poor. Social assistance cannot be evaluated on a single reference as a concept. There are many different dimensions of the help in terms of method and type. The current form and the first example of social assistance practices took shape at the beginning of 1600 after the industrial revolution. In Turkey, it is seen from the single-party era of social assistance applications. This study was carried out by using the participant observation method for three years by evaluating the information obtained from the field study with the Romanies people living in Akdurak district of Kocaeli province, Kandıra district by blending them with the literature review. In this study, the links of the social assistance recipient romanies with the city was examined through in the concepts of social exclusion, poverty culture, subclass-marginalization, hopelessness, dependence, criminalization and isolation. In the study, the hypothesis was tested and confirmed by the researcher's field observations and it was concluded that social assistances caused a aid dependency for the Romanies.
