Distribution models of different contractors in urban regeneration: Istanbul case studies

Urban transformation has historically occurred with different goals and objectives, shaped by the legal and socio-economic structures of each country. In recent years, due to disasters in our country, a need for transformation has arisen in urban areas, particularly in worn-out and deteriorated zones, statically risky buildings, developments in geologically risky areas, and unlicensed structures such as unauthorized buildings and squatter settlements that do not conform to zoning regulations. Recent legal amendments in urban transformation particularly aim to accelerate the process as much as possible. In the negotiation phase, which significantly impacts the implementation, the most crucial determinant is the distribution models. Practices vary based on specific transformation areas, depending on the executing body/authority and/or the legal framework. With the rapid increase in urban transformation applications in recent years, diverse distribution models have been implemented. For this reason, the study is examined by selecting application examples from different contractors in different regions of Istanbul using the document review, field research and comparative urban studies method. In the applications carried out in Turkey, distribution models are not clearly directed within the legal scope, practices are left to the initiative of the executives, and suggestions for solving the problems that arise in practice are evaluated through the planning process.
