Abstract (EN)

In this study, Multi-Criteria Decision Making (MCDM) methods are used for stormwater management strategy selection. In this context, the TOPSIS method is presented using data from the province of Rize. According to official data, approximately 127 casualties in the last 40 years in disasters such as floods and landslides in Rize, the city with the highest precipitation in Turkey, and the material damage of approximately more than 500 million TL in the last 10 years makes rainwater management important for Rize. Within the scope of the thesis, the determination of the most appropriate stormwater management practices for the Rize coastal park and Güneysu-Rize highway with TOPSIS method, which is suitable MCDM method for this problem, is presented in detail. In this context, common applications suitable for urban area use are discussed. The criteria to be used for the evaluation of the selected applications and the weights of these criteria were determined by consulting the expert opinion of the world's leading researchers in the field. The most suitable stormwater management applications in different scenarios such as changes in the cost of the applications or the amount of rainfall on study areas were determined with TOPSIS. Results were verified by simulations in SWMM. It is aimed that this study, which shows that strategy selection and alternative scenario analysis can be done easily with TOPSIS algorithm in MATLAB, will be a source for further investigations.
