Abstract (EN)

In Cadastre 2014 and Cadastre 2014 and after vision studies final report published by the International Surveyors Federation (FIG) and that is had predictions about the future cadastre has been emphasized on the need to identify and address the benefits of climatic changes to human race and property rights. In addition, this declaration emphasizes the lack of a model design that defines green property rights. On the other hand, in the framework of vision of Ministry of Environment and Urban Planning Climate Strategy 2013-2023 that the changes brought by climate challenge can be detected in Turkey and based on the execution of the work in this context, "National Climate Change Strategy" has been prepared. All these vision frameworks bring to light the need to identify climatic boundaries and ecological protection areas that will directly affect the use of property and to define the nature of the parcel that needs to be protected for environmental protection for all restrictions in the property. Therefore, in this thesis, in line with all these requirements, identification of cadastral parcels that should have special qualifications and protection was performed that restrictions / limitations that will not be allowed to change the use functions for reasons such as zoning practices or different public investments and coordinated with the geometric structure, except for the land registry records. Therefore, firstly climate limits and ecological protected areas is defined. Then, an interface model design, designed with Arcpy (Phyton) programming language, has been developed in Geographic Information Systems (GIS) technologies, which enables the determination of the quality of the cadastral parcels that need to be protected by using these areas and the restriction of the use of property. An emphasis has been made with an exemplary practice that the protection policies can be developed by restricting property rights in areas that require quality protection.
