Abstract (EN)
The seventeenth century marks a period of significant political, military, economic, and social crisis for the Ottoman Empire. During this time, the weakening of central authority, inexperienced sultans, palace intrigues, the decline of the scholarly class, and lack of military discipline dragged the state into a complex and multifaceted collapse. In response to this crisis, Köprülü Mehmed Pasha was appointed as Grand Vizier in 1656, initiating a series of reforms. At the end of his tenure, he recommended his son, Köprülüzâde Fâzıl Ahmet Pasha, as his successor. Throughout his fifteen-year vizierate, Fâzıl Ahmet Pasha ensured internal stability and led the empire to significant military and diplomatic successes abroad. The campaigns in Uyvar, Crete, and Kamianets were critical to preserving and expanding the Ottoman western frontiers. In addition to military conquests, he placed considerable emphasis on architectural and charitable foundations by constructing mosques, madrasas, libraries, aqueducts, and social service institutions. Works such as the Köprülü Library in Istanbul and the madrasa in Vezirköprü reflect his enduring cultural legacy. This thesis provides a multidimensional analysis of Fâzıl Ahmet Pasha's military expeditions, administrative reforms, and architectural-cultural contributions, revealing his role as a figure of stability and reconstruction during the Ottoman Empire's stagnation era
